If a fixed way of acquiring this schematic is discovered I’ll update this information. I think the Sticky Proximity Mine schematic is always a random spawn though, because I’ve seen it as early as my first visit to Memorial Lane, well before you’ve had the opportunity to fail many mission objectives. For example, if you fail to retrieve some codes or schematics tied to mission objectives, people have reported that they may become random spawns. Other crafting schematics can randomly spawn but there are fixed ways of acquiring them. I believe this is the only definite random spawn in the game.
